Under the Quat Government the Vietnamese might considerably have been prepared to consider signing a declaration and map. It is probably that they would not have rejected a Cambodian request out of hand but would have tried for some quid pro que most probably by indicating a disposition to meet Cambodian desiderata in this respect within the framework of bilateral talks of wilder scope.
