According to one contact they were written yesterday November 28 by Sihanouk and Jean Barre (Agence France Press Representative here not also member of Sihanouks staff) and Sihanouk authorized their immediate release to FP. In interrupted telephone call from Hong Kong to ambassador this morning Karnow indicated he had received reply and was cabling Washington.
