It seems clear now that the east german declaration was a trail balloon to test North Vietnamese and vietcong reactions. These presumably were not strongly hostile so the Soviet union made a similar declaration.They presumably regarded this as preferable to meeting Cambodian requirements for an expanded international control commission.
