I do not think that Dauge meant to convey impression that he thought literally that within one month Sihanouk might decide to resume diplomatic relations with United States. I think Dauge wished to observe more generally that within a relatively short period there might well be a further change of tack by Sihanouk which would again raise the possibility of a future resumption of relations with United States.
