I fully appreciate reasons why United States authorities would wish to proceed very cautiously in steps towards re-establishment of diplomatic relations. While not wishing to press the differing view expressed in my 424, I should report brief conversation I had with secretary of for press affairs (Tep Chhieu Keng) at British Ambassador's Queen's birthday reception on evening of 13 June.
