Fighting between Vietnam and Cambodia, in the second month of a border war, appears to have simmered down as both side consolidate their positions, with no negotiated settlement of the conflict in sight. Vietnam has offered a three-point peace plan including an immediate and to all hostile military activities in the border region and a respective frontiers.
