State Department appears to be tempararily at least at a loss as to what to do next about Cambodia. This uncertainty has been intensified by sacking of American and British Embassies in Phnom Penh. Despite Sihanouk's flamboyant rejection in his Mammoth speech of March 9 of idea of four-power conferences, Americans have been seeking to leave door open.
