Vietnam claimed that Cambodian rebels were responsible for the victory but most observers thought an estimated 100,000 Vietnamese troops aid most-if not all-at the fighting in the two-week-old invasion. Communiques by Vietnam and the insurgents said there was little attempt, if any to defend Phnom Penh by the Khmer Rouge.
