I have honor inform your excellency that Prince Norodom Sihanouk, chief of state of Cambodia, proposed on February 18, 1964 that representatives of Government of Cambodia, US republic of Vietnam, and Thailand meet in Phnom Penh to put in concrete form by signature of any agreement their recognition and respect of neutrality and territorial integrity of Cambodia.
