The assessment foreshadowed the early announcement a new Kampuchean Government under the banner of the Vietnam sponsored Kampuchean National United Front for National Salvation (KNUFNS). A people's Revolutionary committee had now been established in Phnom Penh, president over by Heng Samrin who heads KNUFNS.
