Further to our Reftel, an additional justification that has emerged for India's recognition of the PRK is that, according to external affairs ministry spokesman Dixit , India considers that the Heng Samrin regime now enjoys ''Overwhelming support'' form the people of Kampuchea and also now holds ''Effective control'' of the country.
