The confession of Khut Heng aka Nai, secretary of Tank Unit, implicated in the record of Heang, Chief of Medical Group of Division 450. He convinced Heang to join the C.I.A, and was nominated as a deputy chief of Hospital Ph-18. Heang bored the responsibility for letting men and women think of the morality, inciting problems among soldiers, pitting soldiers against medical groups, persuading medical groups to give a fatal injection to a medium patient or to cut their limps, and destroying medicines and surgery equipment. Heang murdered 10 soldiers by means of medical technique. In January 1976, Suong called upon his networks to attend the meeting on which Heang participated. The content of the meeting was to build up more CIA forces, to bring up with men and women morality within the army lines and hospital, to kill cadre and soldiers who denied being a member of a new Kampuchean Labor Party.
ចម្លើយរបស់ ឃុត ហេង ហៅ ណៃ លេខាកងរថក្រោះ ឆ្លើយពី ឈ្មោះ ហ៊ាង ប្រធានពេទ្យកងពល ៤៥០ថាៈ ខ្លួនបានអូសទាញ ហ៊ាងឱ្យចូលសេអ៊ីអានិងចាត់តាំងឱ្យធ្វើអនុប្រធាន ពេទ្យភ-១៨។ ហ៊ាង មានភារកិច្ចបំផុសពីរឿងសីលធម៌បុរស-នារី បង្កទំនាស់រវាង យោធានឹងយោធា យោធានឹងពេទ្យ អ្នកត្រូវរបួសល្មមៗឱ្យសម្លាប់ ចោលឫកាត់ដៃកាត់ជើង បំផ្លាញថ្នាំ ពេទ្យ និងសម្ភារៈវះកាត់។ ហ៊ាង សម្លាប់យុទ្ធជនអស់១០នាក់ ដោយប្រើបចេ្ចកទេសពេទ្យ។ ខែ១-១៩៧៦ សួងបានហៅបក្ខពួក មកប្រជុំពេលនោះមាន ហ៊ាង ចូលរួមដែរ។ ខ្លឹមសារនៃអង្គប្រជុំ គឺកសាងកម្លាំងសេអ៊ីអាឱ្យបាន ច្រើនបំផុសសីលធម៌បុរសនារីក្នុងជួរកងទ័ពនិងទាំងនៅមន្ទីរពេទ្យ សម្លាប់កម្មាភិបាលយុទ្ធជន ណាដែលមិនព្រមចូលរួមក្នុងបក្សពលករ កម្ពុជាថ្មី។
