The confession of Khut Heng aka Nai, secretary of Tank Unit, implicated Ouch, cadre of Regiment, Division 450. Suong, cadre of Division 450, called upon Ouch to attend the meeting and received plot to provoke people and soldiers in having conflict, and to create more C.I.A agents. In July 1975, Ouch accepted the plans to attack the party and to recruite more forces to be integrated into Division 450. The idea was to build the division into a unit of an absolute standpoint toward striking the Communist Party of Kampuchea.
ចម្លើយរបស់ ឃុត ហេង ហៅ ណៃ លេខាកងរថក្រោះ បានឆ្លើយ ពីឈ្មោះ អ៊ូច វរសេនាធំ កងពល ៤៥០ ថាៈ ឈ្មោះ សួង កម្មាភិបាលកងពល ៤៥០ បានហៅអ៊ូចចូលរួមប្រជុំ និងទទួល ផែនការក្បត់ដូចជាបង្កទំនាស់រវាងប្រជាជននិងកងទ័ព និងឱ្យកសាង កម្លាំងសេអ៊ីអា។ អ៊ូចបានទទួលផែនការ ជាបន្ដបន្ទាប់ ដូចជាផែនការ វាយបក្សនៅខែ៧ ១៩៧៥ ផែនការប្រមូលទ័ពថ្មីបញ្ចូលក្នុងកងពល ៤៥០ដើម្បីកសាងកងពលនេះឱ្យទៅជាអង្គភាពមួយមានស្មារតីដាច់ ខាតវាយបក្សកុម្មុយនីស្ដកម្ពុជា។
