I have been interested by Mr. Blakeneu's savingram to you no. 24, of July 31, giving the Vietnamese objections and views on this subject. In the light of Ngo-Dinh-Nhu's visit to Phnom Penh we could perhaps examine these, and what we believe to be those of the Cambodian, together, to see what common ground there is between them.
