Quat stated that to day GVN had not commented in any fashion on Sihanouk's proposal for fear press treatment might cause Sihanouk to shift his ground. Pending further clarification GVN did not intend to comment, however, if RKG would formalize proposal through some official channel GVN prepared respond in positive manner to Sihanouk's initiative.
