Another high-level warning to Hanoi was issued on 13 December with the release of remarks by CCP Vice Chairman and Vice Premier Li Hsien Nien to Thai visitors. Peking's Vietnamese language service reported, five hours before NCNA, that Li had taken Hanoi to task for continually causing border incidents. He went on to declare sharply: "China's self-restraint over such incidents has its limit. It is wrong for the Vietnamese authorities to think that we are weak and easily bullied.
