The confession of Eam Khoem aka Run, cadre of Battalion, Division 450, implicated Phatt, soldier of Small Cell, Division 450. He convinced Phatt to participate in an anti-party activity. Voar was responsible for frightening and causing confusion in the City and provoking squabble within worker line in factories.
