Summary / Abstract :

The days following the arrival of both UNAMIC and Sihanouk in Phnom Penh in mid-November 1991 were, as already noted, heady and full of optimism. On 20 November, the SOC even went so far as to formally recognise Sihanouk as head of state (ie of the SOC) no mention was made of Heng Samrin, who was nominally still president.
