Summary / Abstract :

He has decided that it would be pointless to call for an international conference for this purpose while president Diem remains in power. Sihanouk feels, however, that in the event of a coup against Deim by non-communist elements, such a conference would be urgently needed. He believes that there are elements in south Vietnam capable of building a stable and neutralist regime. The Cambodian leader has been repeatedly encouraged by the communist bloc to promote an international conference on south Vietnam.
