Soeun, member of big cell logistics, was implicated in the confession of Chea Bun aka Buon, chief of construction 2. Chea Bun confessed that from 1971 to 1972, Soeun was present at the meeting where the declaration of nomination of the Free Party was made. Soeun received the recruitment plans made by Sean, member of Region 106. In April 1975, Soeun attended the meeting and accepted the plots madeby Sang, member of Regiment, and Suong, Chief of Division 450, to build up the traitors, to arson municipal factories, to secretly shoot at soldiers, and to prompt soldiers to behave in a free manner.
ចម្លើយរបស់ ជា ប៊ុន ហៅបួន ប្រធានសំណង់ទី២ ក្បាលថ្នល់ បាន ឆ្លើយពីឈ្មោះ សឿន ភស្ដ័ភារកងធំ វរសេនាតូច ៧៦២ ថាៈ ក្នុងឆ្នាំ១៩៧១-៧២ សឿន បានចូលរួមប្រជុំប្រកាស់ចាត់តាំង កងទ័ពបក្សសេរី និងទទួលផែនការកសាងកម្លាំងពីឈ្មោះ ស៊ាន សមាជិកតំបន់ ១០៦។ នៅខែ៤-១៩៧៥ សឿន បានចូលរួម ប្រជុំទទួលផែនការក្បត់ គឺកសាងកម្លាំងក្បត់ក្នុងការដុតរោងចក្រក្នុង ក្រុងលបបាញ់កងទ័ព និងបំផុសយុទ្ធជនឱ្យសេរី ពីឈ្មោះ សាង សមាជិកវរសេនាធំនិងពីឈ្មោះសួង ប្រធានកងពល ៤៥០។
