Peking, August 12 (AFP) --The KR will never agree to negotiation with the Cambodian government, Penn Nouth, Prime Minister in the Cambodian Royal Government of National Union, declared here today. Speaking at a Perss conference, Mr. Penn Nouth cirticised the ''Manoeuvers'' of the Cambodian Government armed at giving the impression that Peace talk were possible.
