Following recent concerns expressed over the composition and integrity of various groups of domestic observers, The informal group of Ambassador on the Cambodian election has come up with the attached aid-memoire on the issue. It has been agreed that the US Ambassador will forward this to the Cambodian authorities, Preferably to the second Prime Minister.
