Steeves (Deputy Assistant secretary for far East Affairs) said that state Department had been giving serious consideration to the problem of arresting Sihanouk's Match in the wrong direction. It was not clear whether Sihanouk was driven by imbalance of mind or was convinced that Cambodia would never get fair treatment from countries allied to its traditional.
