Summary / Abstract :
|
The root of the trouble was Cambodia's fear of attack by its neighbors. Arms for Cambodia to right the balance was a matter for negotiation Also, Sihanouk had expressed himself as anxious for talks with the governments of the neighboring councilors. Because he was the head of state, he could not now go to the United Nations and discus his present requirements personally with the American leaders. Cambodia would try to stay as non-aligned.
