On instructions from my Government and further to my letter No. 9155 of 1 December 1969 (S/9516), I have the honor to bring the following matters to your attention On 15 October 1969, at about 10 a.m approximately twenty Thai brigands secretly entered Cambodian territory in the region of Dey Kraham on 31 October 1969, at about 11 am a buffalo cart ran over a mine laid by elements from Thailand and exploded which result in damage of people's lives and animals.
