I have the honour to refer to my letter to the President of the Security council of 16 August 1966 (document S/7462) conversing the designation of Ambassador Herbert de Rebbing as my special Representative in Cambodia and Thailand to examine with the two Governments the situations prevailing between them, endeavor to find ways and means of reducing tension in the area and explore the possibilities of resolving whatever problems may exist between them.
