The Royal government is facing difficulties in struggling against smuggling because almost all functionaries, civilians, and military , are engaging in it. The Vietcong want to purchase a large quantity of rice with a loose regulation for the exportation. However, despite the strict measures, rice continues to leave Cambodia because of the higher price offered by them. The fluctuated price of rice will affect both high- Ranking personalities, and low ranking functionaries. The resolutions should be in palace to solve and prevent the problem of rice shortage .
