We have discussed with the state Department the amendments proposed in Phnom Penh telegram No.353 They are strongly against including any reference to agreement to consult as this might oblige us to take action on every occasion Sihanouk claimed that a violation of his neutrality or territorial integrily had taken place, no matter how exaggerated the claim might be.
