The French and the Americans agree on the aims in the dispute over Cambodia as the following: (I) to settle down Prince Sihanouk by giving him Undertakings that his country's neutrality will be respected, (II) to prevent the Continuation of the Border incidents which are ruining relations between Cambodia and her neighbor, (III) to avoid a Geneva type conference.
