At a press conference on 3rd November Prince Sihanouk announced a summit meeting which would take place in Phnom Penh between the Cambodian head of state, The north Vietnamese Prime Minister, and the president of the national liberation front. The meeting should be quote wake up the world to the realities of the Vietnamese problem unquote .Also , Sihanouk reaffirmed the neutrality of Cambodia which has never engaged in the Vietnam war either physically or maerically
