The summit conference proposed Sihanouk was to seek a diversion form the trouble internal political scene, Sihanouk did not consult Hanoi or NlF. Hanoi suggested the Pather lao to be represented and the conference to be wall prepared by preliminary meeting of delegates them foreign Minister only after thorough preparation should Pham Van Dong, Sihanouk Nguyen Huu Tho , and Sovphanno VOng meet Sihanouk was not happy and announced there would be no conference .
