Prospects for an early development of friendly relations between Cambodia and South Vietnam do not look particularly encouraging here at the moment. The excited Phnom Penh charge a week ago that Vietnamese troops had violated Cambodia’s northeastern frontier was only the latest manifestation of deep-seated difference and bad feeling between the two countries.
