President Ford first said that to save the Lon Nol government he need his entired request of $222 million. When congressional resistance appeared unyielding , he indecated that $82.5 million would be enough. finally facing possible defeat of any aid request in congress, the administration " discovered " an extra $ 21.5 million, which he said it owed the Cambodian government because of bookkeeping error.
