The Cambodian Military government asked for an immediate cease-fire from the Cambodian insurgents, who were attacking Phnom Penh from all sides. The government would turn over power to them several hours later. Prince Sihanouk, the nominal leader of the insurgents had rejected the cease fire proposal as unacceptable.
