Cambodia has vital interest in South Vietnam, unlike Thailand which, even when relations were at their best, made no effort to promote physical and economic contacts with Cambodia. This was why we had had no hesitation in breaking off relations twice with Thailand, but hesitated for 2 or 3 year in the case of South Vietnam despite continual provocation..
