Earlier this month a communique issued by the 25th Plenum of the Lao Dong Party announced the convocation of the fourth party congress for mid-December 1976. As a result of the disruption caused by the war this will be the first such congress in 16 years Party committees in political, economic, military and security organs have already been instructed to launch emulation movements in their respective sectors " to score achievements to greet the historic Congress".
