According to Chhin Torng, Koumingtang [member], Torng, a Vietnamese spy captured by Kampuchean force on 20 March 1978, confessed that Vietnam prepared the troop to invade Kampuchea on 15 April 1978 through Tai Ninh, Moat Chrouk, and Peam [Hatieng]. Koumingtang took the opportunities of Vietnamese invasion into Kampuchea by grasping the military situation and Chinese aid in a bid to seize control of Kampuchea and Loas.
តាមសេចក្ដីរាយការរបស់ឈ្មោះ ឈិន ទង កុក មិនតាំងដែលជាចារ កម្មរបស់យួនដែលកងទ័ពកម្ពុជាយើងចាប់បានថ្ងៃទី២០-៣-១៩៧៨ នៅក្នុងសមុទ្រកម្ពុជាបានឱ្យដឹងថា យួនបានរៀបចំទ័ពវាយលុកចូល កម្ពុជាថ្ងៃទី១៥-៤-១៩៧៨ តាម តៃនិញ, មាត់ជ្រូក និងពាម «ហាទៀង»។ កុកមិនតាំងនឆក់»កាសពេលយួនវាយកម្ពុជាចូលមក ក្ដាប់សភាពការណ៍ទ័ពនិងជំនួយចិនក្នុងគោលបំនងក្ដាប់កម្ពុជានិងលាវ ។
