Poul Toeun aka Chaing joined CIA in 1964 under the introduction of Chiem Kim Yean and Uy Riman. In 1968, Chaing was imprisoned in Prey Sar. In 1970, he was released and linked with Major Ne. After the liberation, he returned to live in the cooperative of Daun Teav district, region 4, and linked with Saom Sam-On and Sou, CIA network. In April 1977, he was arrested by the Angkar.
ពូល ទឿន ហៅ ចាំង ចូលសេអ៊ីអានៅឆ្នាំ១៩៦៤ តាមរយៈ ជៀម គឹមយាន និង អ៊ុយ រីម៉ន។ ឆ្នាំ១៩៦៨ ជាប់គុក នៅព្រៃស រួចពីគុកភ្ជាប់ខ្សែជាមួយសក្ដិ ៤ ណេ ខាងគិញ ឆ្នាំ ១៩៧០។ ក្រោយរំដោះទៅរស់នៅសហករណ៍ស្រុកដូនទាវ តំបន់ ៤ ហើយបានភ្ជាប់ខ្សែសេអ៊ីអាជាមួយ សោម សំអុន និង ស៊ូ ដល់ខែ ៤-១៩៧៧ ត្រូវអង្គការចាប់ខ្លួន។
