Say, chief of Northwestern Zone Office, joined 9-year army struggle in the forest. He had a row with Nhim over the revolutionary work. Later, Say, a villager, lived in Kandal village, Kampong Kul sub-district, Battambang district, Battambang province. His thigh shot by the enemy was under treatment in Phnom Penh. In 1971, he worked in zone office. In 1973, he became a secretary of region 1. In 1976, the party advised him to build dams, but he led the people to clear forests for farming without caring for the living condition of the people, keeping them in the forest and causing damage to the crops. Later, the Angkar assigned Say to a Chief of Zone and Factory of Kampong Kul. He always informed Hoeng of extending forces against the party.
ឈ្មោះ សាយ មានតួនាទីប្រធានមន្ទីរភូមិភាគពាយ័ព្យ។ សាយ ធ្លាប់តស៊ូរយៈពេល ៩ ឆ្នាំ កាលពីតស៊ូនៅក្នុងព្រៃ សាយ មាន ទំនាស់ជាមួយបងញឹមពីរឿងការងារបដិវត្ដន៍។ ក្រោយមក សាយ មកធ្វើជាប្រជាជននៅភូមិកណ្ដាល ឃុំកំពង់គល់ ស្រុកបាត់ដំបង ខេត្ដបាត់ដំបង។ សាយ ត្រូវខ្មាំងបាញ់បាក់ភ្លៅមកព្យាបាលនៅ ភ្នំពេញ។ នៅឆ្នាំ ១៩៧១ សាយ មកនៅមន្ទីរភាគ និង ឆ្នាំ ១៩៧៣ ធ្វើជាលេខាតំបន់ ១ ដល់ឆ្នាំ ១៩៧៦ បក្សណែនាំឱ្យធ្វើប្រពន័្ធភ្លឺស្រែ ប៉ុន្ដែ សាយ នាំប្រជាជនកាប់ព្រៃធ្វើចំការ ហើយមិនគិតគូដោះស្រាយ ជីវភាពប្រជាជនទេ។ ទុកប្រជាជនចោល នៅក្នុងព្រៃ ហើយធ្វើឱ្យខូចផលដំណាំអស់។ ក្រោយមកអង្គការចាត់ តាំង សាយ ឱ្យធ្វើប្រធានភូមិភាគនិងប្រធានរោងចក្រកំពង់គល់។ សាយ តែងតែ ប្រាប់ឈ្មោះ ហីង ឱ្យកសាងកម្លាំងខាងក្រោម ដើម្បីធ្វើសកម្មភាពប្រឆាំងបគ្ស។
