Koy Thuon described the traitorous activities of comrade Say in Siem Reap Province. Say is associated with the enemies and compromises peace and his own comfort in his livelihood. According to the CIA plan, we had to rapidly establish a base linking Siem Reap with Oddar Meanchey; given the current situation, failure to do so would inevitably lead to the collapse of the planned coup.
