In "The Killing Fields—Again?" David M. Fitzgerald, a former Navy Lieutenant and Seal commando stationed in Phnom Penh, reflects on the devastating communist takeover of Cambodia and criticizes the role of the U.S. Congress in the events leading to the genocide.
Fitzgerald, who served as a military attaché, describes the grim reality in Phnom Penh, which was surrounded by communist forces. He recounts the constant bombardment, bloodshed, and hunger, noting the disconnect between the dire situation on the ground and the debates in Congress. He highlights Congress's decision to cut cost-of-living allowances for attachés and restrict the number of Americans in the country, further hindering their efforts to assist the Cambodians. Despite pleas for humanitarian and military aid from President Ford and Assistant Secretary of State Philip Habib, who warned of Cambodia's collapse without assistance, many in Congress, including Senators Kennedy, Tunney, and McGovern, opposed further spending in Southeast Asia. Congress voted overwhelmingly against additional military and supplemental aid in March 1975, even as intelligence reports detailed the Khmer Rouge's brutal advance.
