Tea Chenda, working as a 3rd CIA Trainee of Region 5 in 1971, confessed that Meas Phalla, youth of Chaktolok village, Baray district, Kampong Thom province, worked as CIA member and was indoctrinated with the CIA ideology by 2nd lieutenant Chann Saran. During the war, Meas Phalla induced people to flee to the enemy's region in Kampong Thom province.
