Sarou, a T-3 textile worker, carried out anti-revolutionary activities - troublemaking, factionalism, unmoral living, and a debauched dance; he was discontented with the regime's food distribution. On October 2, 1976, Sarou said Eastern Zone was regaining an independence because the hard-liners were almost destroyed in the special zone.
សារ៉ូ ជាកម្មកររោងចក្រតម្បាញ ត-៣ បានធ្វើសកម្មភាពប្រឆាំង បដិវត្ដន៍ដូចជា បង្កទំនាស់បក្សពួកនិយម សីលធម៌រស់នៅមិនរាបសារ ដឹកនាំមហាជនរាំរែកអាវាសែបំផុត ហើយមិនពេញចិត្ដរបបដែល អង្គការបើកឱ្យហូប។ នៅថ្ងៃទី២ តុលា ១៩៧៦ សារ៉ូ បាននិយាយ ថា បូព៌ាយើងជិតបានឯករាជ្យហើយ ព្រោះជិតអស់អ្នកក្បាលរឹង ភូមិភាគពិសេសហើយ។
