Phon Vanny aka Nin, Soldier of State Commerce Unit and Nhem's messenger, confessed that before the liberation, Nhem contacted Loem and assigned him to link with Nguon's networks in order to carry out plan to expand Free Khmer forces. After the liberation in November 1976, Nhem invited networks to join the meeting on plan to fight to get Phnom Penh.
ឈ្មោះ ផុន វ៉ាន់នី ហៅ នីន យុទ្ធជនពាណិជ្ជកម្មរដ្ឋ និងជានីរសារ របស់ ញ៉ែម បាននិយាយថា មុនរំដោះ ញ៉ែម បានទៅទាក់ទង ឡឹម ឱ្យភ្ជាប់ខ្សែជាមួយ ងួន ដើម្បីរួមអនុវត្ដផែនការប្រមូលកម្លាំងខ្មែរ សេរី។ ក្រោយរំដោះខែ១១ ឆ្នាំ ១៩៧៦ ញ៉ែម បានប្រជុំបក្សពួក ផ្សាយផែនការវាយភំ្នពេញ។
