Ke Thao aka Nang, working in hospital P-31, admitted that Loem was a Chief of Military Unit, Division 117, Northern zone. In October 1972, Loem joined the meeting to receive plan from Roat, Chief of Northern Zone Logistics. In October 1973, Roat assigned networks to build up traitorous troop and to set up plan to liberate country. After fighting to get the authority successfully, Loem was appointed as Member of Central Committee of Kampuchea Worker Party, Member of Division, and Secretary of Brigade.
ឈ្មោះ កែ ថោ ហៅ ណាង ពេទ្យ ព-៣១ បាននិយាយថា ឈ្មោះ ឡឹម ប្រធានយោធាភូមិភាគឧត្ដរ កងពល ១១៧។ នៅខែ១០ ១៩៧២ ឡឹម បានចូលរួមប្រជុំទទួលផែនការពី រាត់ ប្រធាន ភស្ដុភារភូមិភាគឧត្ដរ។ រាត់ បានឱ្យបក្សពួកប្រមូលកម្លាំងកសាង កងទ័ពក្បត់ និងផែនការរំដោះប្រទេសនៅខែ១០ ឆ្នាំ១៩៧៣។ ឡឹម ជា សមាជិកគណៈមជ្ឈឹមបក្សពលករកម្ពុជា ទទួលនាទីជាសមាជិកកង ពលធំ និងជាលេខាកងពលតូច ក្រោយពេលដែលពួកខ្លួនដណ្ដើម អំណាចបាន។
