Nhem Samngatt, Secretary of Regiment 23, Division 290, confessed that Hoeun, working in political Company, Battalion 233, was convinced to be disloyal to the revolution by Norng Samean, Cadre of Battalion. In March 1976, Hoeun was assigned to join in the White Khmer Party's activities.
ឈ្មោះ ញ៉ែម សម្ងាត់ លេខាវរសេនាធំ ២៣ កងពល ២៩០ បាន ឆ្លើយថា ឈ្មោះ ហឿន នយោបាយអនុសេនាធំ វរសេនាតូច ២៣៣ ត្រូវបានឈ្មោះ នង សាមាន កម្មាភិបាលវរសេនាតូចអប់រំឱ្យក្បត់បដិវត្ដបានហើយចូលរួមក្នុងសកម្មភាពបក្សខ្មែរសេរីពីខែ៣ ឆ្នាំ ១៩៧៦។
