A meeting in March 1976 convened by Sey instructing groups to carry out plans such as the construction unit to destroy big machines, the cooking unit to put poison in the food, the injection unit to inject poison into people, the operation unit to operate in whatever possible way to kill the patients such as by giving overdoses of anesthetic, and so on.
