Phat Chhem aka Phat Sary was born in Romlech village, Tuolprech sub-district, Angsnuol district, Oddong Meanchey province. Sary was a former commander of company 221, special battalion 249, region 15. The person defected on 30 August 1974. Sary joined in the enemy in 1970. The person had reported on an activity of special battalion 249 which lead by Ta Man, Ta Kieu, and Ta Tip. There were 2 battalions in spectial battalion 249 that were responsible for transporting ammunitions. Transpotation unit's combatant armed force women were selected from village and then sent to the defen line. The enemy never sent reinforcement during their fighting.
ផាត់ ឆែម ហៅ ផាត់ សារី កើតនៅភូមិរំលេច សង្កាត់ទួលព្រែច ស្រុកអង្គស្នួល ខេត្ដឧត្ដុងមានជ័យ ជាមេបញ្ជាការកងអនុសេនាធំលេខ ២២១ វរសេនាតូចពិសេស ២៤៩ តំបន់ ១៥ បានចុះចូលនៅថ្ងៃ៣០ សីហា ១៩៧៤។ សាម៉ីខ្លួនចូលបម្រើ ខ្មាំងនៅឆ្នាំ១៩៧០ បាន រាយការណ៍ ពីសកម្មភាពកងវរសេនាតូចពិសេសលេខ ២៤៩ ដែលមាន មេដឹកនាំឈ្មោះតាមន, តាខៀវ, តាទិព្វ។ ក្នុងកងនេះមានកងនារីពីរកងវរ សេនាតូចសម្រាប់ដឹកជញ្ជូនគ្រាប់។ កងដឹកជញ្ជូននេះត្រូវបានជ្រើសរើស យុវជន យុវនារីពីអាយុ១៥ឆ្នាំនៅតាមភូមិនីមួយៗមកបំពាក់អាវុធជា កងទ័ពដោយបញ្ជូនមកតាមខ្សែត្រៀម។ ក្នុងការវាយប្រហារម្ដងៗខ្មាំងមិន ដែលបញ្ជូនទ័ពជំនួយដល់គ្នាវាឡើយ។
