Neou Phoeuk served khmer communist in Tourl Ta Pan village, Kampong Aos sub-district Po Nhie Leu district, Kandal province. He was a khmer communist militia. In this militia group, there were 15 persons under a chief of militia, named Tem Huorn, situated in Tourl Ta Pan village. These enemies explained about communist's ideology to Neou Phoeuk in order to arouse his anger toward republicans, and to liberate territory and people from them. People admiring republic regime must be captured to educate. Most of people who lived in this region attempted to join the society, but they coudn't flee because they were afraid of them.
ឈ្មោះនេះចូលបម្រើខ្មែរកុម្មុយនិស្ដនៅភូមិទួលតាប៉ាន់ សង្កាត់កំពង់ឧសស្រុកពញាឮ ខេត្ដកណ្ដាល មានឋានៈជាកូនឈ្លប។ ក្នុងក្រុមឈ្លបនេះ មានកម្លាំងទាំងអស់១៥នាក់ ហើយមានឈ្មោះ ទឹម ហួន ជាប្រធាន ឈ្លបភូមិទួលតាប៉ាន់។ ពួកខ្មាំងបានពន្យល់មនោគមន៍វិជ្ជាដល់ឈ្មោះ នេះអោយស្អប់ពួកសាធារណៈរដ្ឋ អោយតស៊ូរំដោះយកទឹកដី និងប្រជាពលរដ្ឋ ហើយបើមានអ្នកនិយាយសរសើរអំពីរបបសាធារណៈរដ្ឋ ត្រូវគេនាំយកទៅប្រដៅ។ មានប្រជាពលរដ្ឋជាច្រើននាក់ណាស់ដែលចង់ មករួបរួមនឹងសង្គមជាតិវិញ តែដោយសារចូលមកមិនបាន ដោយខ្លាចពួក វា។
