Kuy Mean, who was apprehended on April 24, 1974 at Aur Bek Ka-am, was born in 1952, at Resey Chhor village, Preksleng sub-district, Kandal Stung district, Kandal province. He lived in Boeng Tumpun. He joined sabotage unit through Vannit called Ny(female), and he was responsible for throwing grenades, transporting and hiding weapons and looking after military equipment of enemies sabotage unit in Phnom Penh.
កុយ មាន កើតនៅឆ្នាំ១៩៥២នៅភូមិឫស្សីឈ សង្កាត់ព្រែកស្លែង ស្រុកកណ្ដាលស្ទឹង ខេត្ដកណ្ដាល។ មានទីលំនៅនៅបឹងទំពុនត្រូវបាន ចាប់ខ្លួននៅថ្ងៃ២៤ មេសា ១៩៧៤ នៅអូរបែកក្អម។ ឈ្មោះនេះបាន ចូលក្នុងក្រុមវិចេ្ឆទកម្មតាមរយះនារីវ៉ាន់ និត ហៅនី ឱ្យធ្វើសកម្មភាព បោកគ្រាប់បែកនិងដឹកអាវុធលាក់ទុក និងជាអ្នកថែរក្សាសម្ភារសឹក របស់ក្រុមបណ្ដាញវិចេ្ឆទកម្មរបស់ខ្មាំងនៅភ្នំពេញ។
